The United States and Russian Federation have reached an agreement on a legal framework for the Syrian government to surrender its chemical weapons caches and have them destroyed. In a joint press conference, Secretary of State John Kerry and Russian Foreign Minister Sergei Lavrov announced they had drafted a framework for action that included the immediate placement of Syrian government weapons under international control, and the destruction of all chemical weapons related materials including production and research facilities. All inspections of chemical weapons related materials and sites are to be completed by November 2013 and all chemical weapons and facilities must be eliminated by mid-2014. Continue reading
